There weren’t many Kaukauna residents on hand at the groundbreaking for the Water Treatment System Improvement Project on Tuesday, July 7, at 807 Boyd Avenue, just above the Kaukauna Aquatic Center, where water treatment plant No. 1 is slated to be built.
